I would check out the cohesiveness from the story, if one seems to contradict himself and seems a bit more vague compared to the other he would most likely get a warning. However, if they both are guilty as each other they would both get a warning. 3 strikes and you're out kind of thing. And, instead of muting, I would prefer to give them time out, like 15 mins or so, where they would get put in jail or I would just ACCIDENTALLY forget about them and they will need to mine their way out. Anyways, yeah. I dun like you! :P....

But mainly i would bother sending to ail. that would be the second punishment. It would be like mute, then if he persists a mute again. And follow it up with a jailing. And to finish if he is still hassling players for no reason i will have to report it to a higher member of staff. Or maybe an ip mute idk.

Jail is temporary, and it is more of a "you were naughty, think about what you did while you mine 150 silver" kind of thing xD then it's a mute if they're naughty again. IP mutes are useless, just unplug your modem for a few mins and reconnect it = fr33 unb4n pl0x. And yeah, if they're naughty just repeat multiple times because seriously, jail is f**king boring... And if they don't learn and are abusive towards other players blah blah BAN HAMMER :].
